I agree, and it essentially sets the per-point value at a minimum 1.66 cents, which is the fixed value of a RR point. IMO, this matches all benefits of owning the RR Chase Visa unless you spend enough to earn a companion pass. Sapphire card offers the same (better, actually) earning categories. I don't recall any additional benefit of the RR card other than a yearly point bonus, which just offsets the yearly fee. And with the current RR point structure, points = dollars, so no real advantage to just paying for points.
