As a general rule of thumb, you can expect that you’ll get lounge access with Star Alliance either if you have Star Alliance Gold elite status, or if you’re traveling in first or business class. That doesn’t consistently apply within the United States (when traveling on United), which

Star Alliance Looks East To Singapore
Star Alliance will open a new office in Singapore later this year, a pivot away from its Frankfurt base which has been a source of both progress and frustration for two decades. Star Alliance, founded in 1997 as the first global airline alliance, operates on behalf of 26 member airlines around the world. Its goal is to provide a seamless travel experience across carriers for passengers, and to work behind the scenes to encourage cohesion and collaboration amongst the diverse group of carriers that make up the Alliance.
